ME&A is recruiting a Senior Evaluation Advisor to join the USAID Feed the Future Global Program Evaluation for Effectiveness and Learning (PEEL) project team. The project conducts the full range of evaluative studies and surveys (including performance evaluations, impact evaluations, population based surveys, plausibility studies) for Feed the Future activities across the globe. The Evaluation Advisor will support the qualitative evaluation research as well as how programs are impacting gender dynamics in the household and broader communities. The Evaluation Advisor will support teams developing PEEL program evaluations to ensure rigorous evaluations that incorporate qualitative and quantitative methods to accurately collect and analyze data related to vulnerable populations, particularly women. The Evaluation Advisor’s role is to serve as the lead expert on how Feed the Future interventions are impacting and are impacted by social norms, social structures, and relationships and to ensure the quality of rigorous design, methodology, findings and recommendations within the studies.

DESCRIPTION

The Team Leader (TL) performs advisory functions in two areas: the first concerns the monitoring of various sector dialogues, and the second deals with the planning, monitoring, implementation and evaluation of project activities themselves. In order to ensure successful implementation of the project, close relationship will need to be established between the Team Leader and the EU Delegation as well as the Mexican Authorities.

The main tasks assigned to the team leader are (indicative and not exhaustive list):

·        Overall responsibility for the management of the project with the support of the Junior Expert;

·         Monitoring the implementation of the various activities;

  • Maintaining close cooperation with various Mexican and European actors involved in the various sector dialogues
  • Strategic planning and programming of the call for expressions of interest (timeline of the implementation);
  • Preparation of the Steering Committee meetings. 

The TL should submit to the EU Delegation a semi-annual report that includes an overview of the evolution of the different sector dialogues that are part of EU-Mexico Strategic Partnership in the period, as well as a summary regarding the progress of project activities.

Haiti ESS is seeking an expat or Haitian Team Leader/Evaluation Specialist consultant to lead all technical and management aspects of the KONEKTE evaluation. The Team Leader/Evaluation Specialist will be expected to work closely with the SI headquarters project management team to ensure quality and timely deliverables.

The evaluation level of effort is approximately 12 - 14 weeks, inclusive of four to six consecutive weeks of data collection and analysis in Haiti.

Responsibilities:

  • Manage and lead the evaluation team in a respectful and transparent manner, ensuring achievement of deliverables.
  • Coordinate the evaluation implementation.
  • Assign evaluation responsibilities and tasks among team members.
  • Provide oversight on the data collection and analysis, ensuring data quality.
  • Take ultimate responsibility for writing all reports associated with the project including, but not limited to the evaluation design (including tools) as well as the draft and final reports in conformity with SI and USAID regulations, and the scope of work.
  • Manage all deadlines and record maintenance—including, but not limited to, producing notes for all qualitative data collection events for delivery to USAID.
  • Assist Haiti ESS in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.

CARE is seeking a Monitoring and Evaluation (M&E) Proposal Manager who will play a key role in the development of proposals, primarily to the US Government, as a part of the Competitive Bids Unit (CBU).

This role will coordinate CBU M&E proposal support to CARE Country Offices (COs) responding to USG bids, as assigned. Proposal support will include, but is not limited to, developing, reviewing, and/or providing technical assistance on proposal M&E plans and narratives; supporting proposal teams in developing logical frameworks (various formats), establishing targets, and incorporating both CARE global impact indicators and required USG indicators; and developing, coordinating, or participating in assessments as assigned.
