CowaterSogema is recruiting a Team Leader, Public Administration Expert for a project in Latin America. The project aims to strengthen service delivery across government levels through the implementation of streamlined Human Resources Management systems and tools, including merit-based systems and organizational restructuring. 

Reporting to the Project Manager and Project Director at CowaterSogema’s HQ in Ottawa, Canada, the Team Leader, Public Administration Expert will be based full-time in country, overseeing all aspects of the day-to-day planning and direction of the project in the field. Candidates must be fluently bilingual in English and Spanish and possess 5-10 years of experience managing large relevant projects (valued at $5M or larger), preferably public sector initiatives.
