Project Objective:

SI is preparing to conduct a final mixed methods performance evaluation of the three-year USAID-funded IFMS project, who’s objective is to allow the Government of Haiti (GOH) to possess full and complete financial management systems that ensures transparent management of public revenues, expenditures and other resources through the executive branch and the regional and municipal levels.

Position Description:

SI is seeking a Public Financial Management (PMF) expert consultant to work in collaboration with the evaluation team as a sector expert in conducting the evaluation. This includes developing the design and interview guides, participating in the data collection and analysis and contributing to all deliverables.

The evaluation period of performance is approximately three months (late July/August through October 2017), up to 51 days total level of effort (to be finalized with final evaluation design), inclusive of up to six to eight consecutive weeks in Haiti for team planning, data collection, and data analysis.
