Article II: Membership

Section 4. Types of Membership

CoPLAC-MfDR Members will be professionals, government officials at national and sub-national level, evaluators, freelance consultants and professionals, academicians, professionals from bilateral and multilateral organizations, NGOs and private sector organizations from Latin America and the Caribbean. Professionals and experts from other regions are also welcome.

Institutional Members may include professional associations, international organizations, private companies, national and sub-national public institutions, universities and non-government organizations.

Section 5. Membership Qualification

Professionals or individuals may join simply by stating their desire to become a member. Membership is free of charge.

Organizations, regardless of their nature, shall pay an admission fee and an annual membership fee that shall be determined by the Executive Committee. Based on substantial grounds, the Executive Committee shall waive or reduce the amount of the annual membership fee.

Section 6. Member Rights

1.     Open meeting attendance (open clusters). CoPLAC-MfDR Members are entitled to attend and observe all public CoPLAC-MfDR meetings; and meetings and sessions of all CoPLAC-MfDR open Clusters boards, committees, task forces, work groups and other subgroups; however, no Regular Member is entitled to address, interrupt or otherwise participate in such meetings without the express invitation of either the Chair or group leader, or the consent of the majority of the board, committee or group holding the meeting.

2.     Closed meeting attendance. CoPLAC-MfDR Members are not entitled to attend sessions of the Clusters, such as Inter-American Parliamentarian Forum on MfDR and Budget Directors Network, or any other group that has been closed, unless expressly invited by cluster leaders.

3.      Right to access all regular CoPLAC-MfDR information.

4.     Right to participate in all open virtual activities.
